Ms. Spencer is passionate about people-centered development. She empowers students and local communities through mentorship, working with Yale University, the Inter-American Foundation and the Caribbean Natural Resources Institute (CANARI). She brings visibility to local work, ensuring that women and gender concerns are mainstreamed across many of the Multilateral Environmental Conventions. 

She holds a master's degree in International Development Economics, as well as a post-graduate degree in Project Appraisal from Yale University.
